Senator Luis R. Sepúlveda’s Third Annual Delegation Trip to the Dominican Republic

I am pleased to share updates regarding the Third Annual New York Delegation trip to the Dominican Republic. I was proud to bring over 65 members in this delegation, which was integrated of fellow elected and appointed officials, honorable judges, executive directors of prominent non-for-profit organizations, entrepreneurs, and others notable representatives of New York State.

From August 26th to August 29th, 2024, we exhausted an official agenda where we engaged in productive discussions and events with our Dominican counterparts. The purpose of this delegation is to continue strengthening ties between our regions and develop mutual interests that advance Dominicans living in New York as well as those remaining in the island. I am happy to report the following accomplishments and highlights:

Governmental Meetings and Exchanges
National Presidential Palace
Our delegation was welcomed by Honorable President Luis Abinader at the National Presidential Palace. During this meeting, I presented President Abinader with a Pen Certificate to commemorate Governor Hochul’s signing of the Driver License Reciprocity Agreement. Additionally, we discussed important international and bilateral topics, further strengthening diplomatic relations between New York and the Dominican Republic.
National Dominican Congress
Accompanied by Assembly Members Amanda Séptimo and Phil Ramos, Senator Kevin Parker, and other distinguished colleagues, I arrived at the National Dominican Congress. We had a private meeting with Senate President Ricardo de los Santos, where I presented proclamations to both Senate President de los Santos and Senator Alexis Victoria Yeb, acknowledging their leadership and contributions to the Dominican Republic.
We then participated in a roundtable discussion led by myself and Dominican Senator Lia Díaz Díaz, along with members of the delegation and legislators from the Dominican Senate. Our conversation focused on mutual interests around education, entrepreneurship, and other collaborative opportunities between the New York and Dominican legislatures.
Later, Assembly Member Séptimo and I met with Dominican Assembly President Alfredo Pacheco to discuss key issues and present proclamations, highlighting the importance of developing relationships with “Diputados de Ultramar in NY,” the overseas representatives of the legislature.
Meetings with Ministry of Interior and Police & Ministry of Industry and Commerce
We had the opportunity to meet newly appointed Minister of Interior and Police, Faride Raful, to discuss her agenda for national security and the challenges ahead for all Dominican citizens.

Additionally, we met with Ito Bisonó, Minister of Industry and Commerce, to discuss foreign investment opportunities in real estate, legislative initiatives to protect those investments, and incentives for microentrepreneurs.

Finally, we had a meeting with Roberto Álvarez, the Minister of Foreign Affairs, who delivered a presentation on the Dominican Republic’s international relations, focusing on national security and exportation efforts with other countries.

Honoring the President of the Constitutional Court and Visit to the Supreme Court
Along with the judges and elected officials in the delegation, I recognized President Napoleón Estevez Lavandier at a special breakfast hosted by the Constitutional Court of the Dominican Republic. The event included a presentation by Hon. Judge Bianka Perez around the technology used by the New York State Court System.
During the visit to the Supreme Court of the Dominican Republic we engaged with Chief Judge Luis Henry Molina Pena to have a judicial exchange with the honorable judges that formed our delegation.
Supporting Dominican Not for Profits Organizations and Social Services
Roundtable: Challenges Faced by Dominican Women & Girls  
Assembly Member Amanda Séptimo, along with local activists, hosted a roundtable discussion to address the challenges faced by Dominican women and girls. We gained valuable insight into issues such as economic development, access to reproductive care, and education. During this meeting, Oyate Group made a valuable donation to support local activists.
RICA Foundation
During our meeting with the RICA Foundation, I was honored to be recognized by the Brache Family and to present them with special recognition. The highlight of this event was the announcement of a college scholarship launch by Oyate and Hoodspitality Groups in partnership with my office. Through this scholarship, two high-achieving high school students from Dominican public schools will have the opportunity to study at a CUNY institution.
Visit to Supérate RD
Our delegation attended a meeting with Gloria Reyes, Director of Supérate RD, to learn about the social programs and services provided by this government entity, which address issues such as food insecurity, teen pregnancy, and entrepreneurship opportunities.
Dominican-Haitian Border Visit 
With the support of CESFront and the Minister of Defense, our delegation visited CODEVI in Juana Méndez, Dajabón, to gain insights into the economic development of the area and security enforcement along the Haitian-Dominican border. We received presentations from CESFront and CODEVI, followed by a tour of the border.
Final Reflections 
My recent trip to the Dominican Republic was filled with meaningful engagements and significant achievements. I had the privilege of meeting with key officials such as Senate President Ricardo de los Santos, President Luis Abinader, and Assembly President Alfredo Pacheco, as well as community leaders like Mayor Carolina Mejia. Together, we worked to further our mutual interests and lay the groundwork for future collaborations.
